How it works

The City of Lawrence’s Community Development Block Grant (CDBG) Homeowner Housing Rehabilitation Program gives deferred, forgivable loans to eligible homeowners. The city says the program is designed to help bring homes into compliance with local building and property maintenance codes while also focusing on energy efficiency and weatherization.

There are two tracks:

• Emergency Repair Loans: up to $24,000
• Comprehensive Rehabilitation Loans: up to $60,000

The loans are described as no-interest, no-payment loans. Emergency Repair Loans can be forgiven up to 100% over five years. Comprehensive Rehabilitation Loans can be forgiven up to 100% over seven years.

What the money covers

The city says Emergency Repair Loans can be used for repairs or replacements that eliminate immediate hazards to health and safety, including:

• furnace and air conditioning units
• water heater
• plumbing
• electrical
• roofing

Comprehensive Rehabilitation Loans can be used for rehabilitation that improves health and safety, contributes to energy conservation/weatherization, or decreases the blighting influence of the property.
