How it works

The manual describes a program in which the City of Muncie, through its housing entity, conveys a dwelling to an awardee under a conditional sales contract, with title remaining with the city entity for at least five years. What the money covers

The program requires the awardee to bring the dwelling up to minimum health and safety standards, then full code standards, and to complete repairs and improvements needed to make the dwelling energy efficient and weather-tight within three years from the date of possession. Timing and inspections

The repair activity must begin within 90 days after award. The dwelling must be occupied within six months. The city building commissioner performs inspections at initial award, at 6 months, 1 year, 3 years, and 5 years. Extensions of up to 60 days may be granted for deficient work.
