Energy Conservation Loan Program

How it works

Albany Utilities offers zero-percent-interest energy conservation loans for eligible residential customers. The city says the goal is to lower energy consumption and out-of-pocket utility costs, and that a complimentary energy assessment is provided by the city.

What the money covers

The page lists eligible uses as new Energy Star rated HVAC systems, water heaters, programmable thermostats, and insulation. Loan proceeds may also be used, if deemed necessary, for replacement, testing, repair, and sealing of ductwork and doors.

The page specifically excludes window air-conditioning units, screen doors, storm doors, and gas appliances.

Amounts and matching

Loans are available up to $10,000. The interest rate is 0 percent. The term is 60 or 90 months. There is no penalty for early payoff. Only one loan may be active per applicant at a time.

How to apply

The customer must complete the application, submit the contractor’s proposal and/or vendor price proposal, and wait for formal approval before buying equipment or starting work. The city also prepares a Loan Promissory Note and Security Deed for signature.
