Owner-Occupied Rehabilitation (SHIP)

How it works

Charlotte County’s Housing Division administers the State Housing Initiatives Partnership (SHIP) rehabilitation strategy for owner-occupied homes. The program provides assistance to qualified households to rehabilitate homes and add hurricane mitigation/hardening features to single-family and condominium units.

Assistance is structured as a deferred loan secured by a note and recorded mortgage. The loan has a 0% interest rate. Loan term depends on the amount borrowed: smaller awards have shorter forgiveness periods, and larger awards have longer terms.

What the money covers

The official plan says funds may be used to rehabilitate homes and add hurricane mitigation/hardening features. The county’s FAQ also describes the program as helping with rehabilitation of owner-occupied homes, though it does not list specific line items on the FAQ page itself.

Amounts and matching

The current county plan states a maximum award of $78,750.

The plan also sets loan terms by amount:

• $0 to $10,000: 5-year term
• $10,000.01 to $20,000: 10-year term
• $20,000.01 to $30,000: 15-year term
• $30,000.01 to $50,000: 20-year term
• $50,000.01 to $75,000: 30-year term

Repayment is not required as long as the loan is not in default.

How to apply

The county FAQ says Owner-Occupied Rehabilitation is currently provided by Charlotte County Human Services Housing Division and Rebuilding Together Greater Florida. Homeowners apply through one of those rehab partners. If the need is due to damage from Hurricanes Ian, Idalia, Helene, or Milton, applicants are directed to apply through the county’s disaster recovery portal.

Timing and deadlines

The official plan pages show the strategy as part of the county’s current SHIP/local housing plan, and the FAQ says the program is currently available through designated rehab partners. The source set does not give a single open/close date for all applications.
