Program details
How it works
Flagler County Housing Services administers home repair and rehabilitation programs that are meant to preserve the safety, stability, and longevity of owner-occupied homes. The county says these are not emergency repairs and are accepted online year-round. Applications are prioritized by income and documented special needs.
Assistance is typically a deferred, forgivable loan, which means there are no monthly payments. Over time, part of the assistance is forgiven. If the home is sold or transferred during the lien term, the unforgiven portion is repaid at sale.
What the money covers
The programs are preservation-focused and aim to extend the useful life of the home and reduce future risk. The county says this is not a renovation wish list and not immediate assistance.
The Owner-Occupied Rehabilitation program can address major systems that preserve long-term habitability and safety, including:
- Roofing
- Electrical
- Plumbing
- Windows
- Accessibility improvements
- Wind mitigation
- Energy efficiency
The county develops the scope of work, and the homeowner must acknowledge it before construction begins.
The Roof Replacement program is available when:
- Insurance requires replacement, or
- The roof is actively leaking, or
- Remaining roof life is less than 6 years
Related soffit, fascia, and gutters may be included if funds allow.
The Senior Barrier-Free Home Modification Grant is for accessibility modifications that support aging in place, including:
- Ramps
- Widened doors
- Walk-in showers
- Grab bars
- Comfort-height toilets
- Lever handles
The county says this program is not intended for HVAC or water heaters.
Amounts and matching
- Owner-Occupied Rehabilitation: up to $80,000; 15-year deferred/forgivable
- Roof Replacement: up to $25,000; 5-year deferred/forgivable
- Senior Barrier-Free Home Modification Grant: up to $12,000
How to apply
Applications are submitted online. The county competitively bids the work to a pool of qualified contracted firms, so homeowners may not use their own contractor.
If you need help with the application, the county says you can call (386) 586-2324 Ext. 3631 to schedule an appointment with the Housing Program Coordinator.
Timing and deadlines
Applications are accepted year-round, but the county says there is currently a wait list. It also says applicants commonly wait six months to a year. The page notes that applicants may remain in queue while funding is prepared. It also lists Housing Empowerment Workshop Series sessions held the third Saturday of each month, 9:00–11:00 a.m. at the Southern Recreation Center in Palm Coast, with registration required. A workshop on November 15, 2025 will cover the county and City of Palm Coast home rehabilitation and repair programs, including eligibility, how to apply, and what to expect.
