The City of Pensacola CRA offers a one-year forgivable loan for storm-damage repairs and securing at-risk homes against hurricanes and flooding. The guidelines list up to $15,000 for some owner-occupied homes and $7,500 for certain other cases.
Program details
How it works
The Residential Resiliency Program is designed to support blight removal and prevention by repairing storm-damaged structures or securing at-risk property against future damage caused by natural hazards such as hurricanes and flooding. It is available within the Urban Core, Westside, and Eastside CRA areas.
What the money covers
Typical eligible improvements include emergency roof repair or replacement, hazardous tree removal or trimming, electrical, plumbing and structural repairs, and at-risk mechanical equipment repair, replacement, and/or elevation. Other improvements that remedy storm damage or secure at-risk property against future damage may be considered case by case.
Amounts and repayment
The guidelines state funding limits of $15,000 for owner-occupied property at 80% AMI or less, $7,500 for owner-occupied property above 80% AMI, and $7,500 for long-term lease property when the tenant household income is 80% AMI or less. Assistance is a zero-interest forgivable deferred loan secured by a subordinate lien. The lien period is 1 year for owner-occupied property and 3 years for long-term lease property, and the loan is forgiven in full with program compliance.
How it works with insurance
The program may not duplicate or supplant benefits received or available from insurance payouts or FEMA assistance.
How to apply
The guidelines say the owner must obtain bids from three or more licensed and insured contractors, select the contractor, and wait for a program agreement and purchase order before work starts. The program is administered through a Notice to Proceed process, and completion is expected within 90 days of the start date unless the CRA Manager authorizes otherwise.
Special cases
In an emergency response or recovery situation, income verification may be waived. If income is not verified, work is limited to the minimum needed to address the immediate hazard and funding cannot exceed $8,000.
