New Castle County created the Stormwater Maintenance Program to help residential stormwater management facility owners. Many of these facilities in residential neighborhoods are overseen by a Maintenance Corporation formed by the developer, and that corporation is responsible for maintaining the stormwater facilities in the community.

To participate, the owner or maintenance organization must register in the program, agree to inspect the facilities, and perform all necessary routine maintenance and minor repairs. In return, New Castle County will cover the cost of major repairs, as long as funding is available.
