Weatherization Assistance Program (WAP)

How it works

The District Department of Energy and Environment (DOEE) says WAP uses U.S. Department of Energy and Department of Health and Human Services funds to provide low-income District residents with technical and financial assistance to reduce energy bills by making homes more energy efficient.

WAP performs energy audits and then installs the measures recommended by the audit. DOEE says it contracts with local, qualified contractors to do the work, and the work is carried out through nonprofit or public-agency partners.

What the money covers

The page says WAP can install energy efficiency measures and water conservation measures to help maintain safe and healthy homes. Typical weatherization measures listed on the page include:

How to apply

Applicants can apply online, email the application and documents to WAP@dc.gov, or mail them to DOEE Weatherization Assistance Program, 1200 First Street NE, 5th Floor, Washington DC 20002.

The page says DOEE will process the application, contact eligible applicants to schedule a home assessment, assign the household to a nonprofit, and then arrange contractor work based on funding availability and contractor capacity.
