Program details
How it works
The City and County of Broomfield continues the Utility Rate Assistance Fund (URAF) for the 2026 calendar year to help residents manage the costs of essential water services. Assistance is distributed based on how the utility bill is paid.
If water utilities are paid directly to the City, the benefit is provided as a quarterly credit on the resident’s water utility bill. If water utilities are paid to a landlord, HOA, or other third party, the benefit is issued as a quarterly check mailed directly to the resident.
What the money covers
This is a utility bill assistance program, not a retrofit or hardening grant. It helps cover water utility charges.
Amounts and matching
The program’s reimbursement amounts vary by housing type and remain consistent for the 2026 program year. The page says the monthly reimbursement is calculated using the same method used to address the anticipated increase in average monthly utility bills during 2025.
- Single Family Detached: $20 monthly reimbursement, $240 annual maximum
- Duplex, Townhome, Mobile Home: $18 monthly reimbursement, $216 annual maximum
- Apartments or Condominiums: $17 monthly reimbursement, $204 annual maximum
How to apply
The program is accepting applications from March 2 through October 30, 2026. The page directs applicants to the online application and notes that they should review the “What documents do I need to apply?” FAQs page before applying.
Timing and processing
Broomfield says to allow up to six weeks for processing after a complete application is submitted. Applications submitted near the end of a quarter may not be paid until the following quarter because of processing times. Refunds and credits are issued within 30 days after the end of each quarter.
Program context
For 2026, the City Council adjusted the income eligibility threshold from 100% of Area Median Income (AMI) to 60% AMI to focus assistance on households with the highest financial need.
