How it works

ADFA’s homeowner assistance program allows rehabilitation of owner-occupied properties, and the manual says ADFA will provide funds to homeowners in the form of a grant. The program is part of the HOME housing program and uses the ADFA Programs Portal for federal housing program applications.

What the money covers

The manual says repairs to the existing structure must address all health, safety, and property code problems identified at inspection. It also says rehabilitation must follow ADFA written property standards.

Amounts and matching

The program page for HOME new construction/acquisition-rehabilitation shows loan terms for development projects and a 25% match requirement for HOME funds, but the homeowner-occupied rehab manual excerpt shown here does not state a homeowner maximum grant amount in the material available.

Timing and deadlines

The manual says recipients must meet performance standards including expending 25% within 90 days of Notice to Proceed, 75% within one year, and 100% within 18 months.

Important note

The source available here is a statewide housing rehabilitation program, not a wildfire-only mitigation grant. It may nonetheless help with structural repairs on owner-occupied homes.
