Program details

How it works

HRAP-TR is a state disaster-recovery housing program run by the Alabama Department of Economic and Community Affairs. It provides housing assistance to eligible owner-occupants and owners of single-family rental properties affected by the 2023 tornadoes in Dallas County and the City of Selma.

The program is designed to fund repair, reconstruction, or replacement of damaged homes. ADECA says the program is administered through an intake process and that applicants are not guaranteed assistance because funding is limited.

What the money covers

The official guidelines say the program can fund:

  • repairs to eligible stick-built homes when the estimated repair cost is under $100,000;
  • reconstruction of eligible stick-built homes when the estimated cost is $100,000 or more;
  • repair of eligible mobile homes when the estimated repair cost is under $15,000 and the unit is fewer than five years old;
  • replacement of mobile homes when repair costs are $15,000 or more or the unit is five years old or older.

Amounts and matching

  • Maximum award for repair of one structure: $100,000.
  • Maximum award for reconstruction or replacement of one structure: $235,000.
  • Exceptions to the caps may be granted case by case to meet accessibility standards or other unforeseen circumstances.

How to apply

Applicants apply through the designated service center in Dallas County during the intake period. ADECA says only one rental application and one owner-occupied application per applicant will be considered.

Timing and deadlines

The program is tied to the 2023 tornado disaster in Dallas County and Selma. The official page does not list a fixed closing date; intake timing is controlled by ADECA and may change based on program needs.
